Not really, Qatar is a first world country with strong basic institutions while Congo is a 3rd world dump. The difference between Puntland and South Somalia is that Puntland is safer and has slightly stronger basic institutions but it's nowhere near the disparity between Congo and Qatar. I wasn't saying that South Somalia is better than Puntland, rather that the weather is far better. I got 5 shades darker when I went to Bari and I was there for only 3 weeks. The south has lots of agriculture potential, a more hospitable environment and the only 2 significant rivers in the country. We should not give up on it at all. That's why I said there should be a total political takeover of the South... They have a nice environment and we have a higher IQ
