The Illuminati will make you join them. Your politicians don't care about ethnic purity. They will do whatever will make them the most $$.
There's many reasons why we wouldn't join. We have no history of speaking Swahili, and we are against open migration for our educated class. We wouldn't ever agree to share the same currencies unless it was ours. We have a protectionist economy and wouldn't open free trade. Lastly, the government is too power hungry to share power with foreigners.

South Sudan is culturally alien to the group, but since they are less racist than Ethiopians they joined a Bantu-Swahili group anyway for the economic benefits. Eventually Somalia and Ethiopia will join as well for the economic advantages. Bigger markets simply make more money.

EU type of integration with all the Bantu countries to our South in the guise of ''economic development''. No city-states, just the current Somalia with loss of sovereignty to a regional body.

Sometimes the Greek city states existed as independent poleis, but often they were dominated by the larger ones (mostly Athens and Sparta), which brought them together in various alliances where the larger city state would imposes taxes, military duties, and social and political expectations on the smaller city states. The clearest example of this would be the Delian League, sometimes called the "Athenian Empire." This goes to show how throughout history, macro political organization has always trumped micro political organization.

As for your idea of each Somali tuulo having its own currency, administrative structure, laws and basically state----I have to say it's very unrealistic and sounds like a retarded idea that does not account for resource scarcity, low human capital, etc etc....
