I never said that Xamar is to blame for any of Puntland's problems. Xamar has done nothing to Puntland since the fall of MSB other than interfere every once in a while in how Puntland builds foreign relations. All of Puntland's problems have been caused by ourselves.
No, the problem is that our politicians are not focused on actually building a viable democratic state because they view Puntland as a stepping stone to higher office. What I am arguing for is for Puntland to withdraw from political struggles in Xamar and instead focus entirely on Puntland. That is the lesson that is to be drawn from this paper. Focusing on your own region yields more political development than trying to recreate a Somali state. Puntland would be better off today if A/Y had stayed in Puntland in 2004.

@Thegoodshepherd I agree with most of what you're saying, but i disagree in Abdullahi Yusuf leaving Mogadishu alone in 2004, he needed to become president, when he did, he created the transitional federal government which was the first internationally recognised government in Somalia since Siad Barre. Without Abdullahi Yusuf's role in Xamar after he left Puntland, Somaliland would probably be an independant country recognised by now.

Abdullahi Yusuf's role in xamar lead to blocking of african union recognition to Somaliland whether or not it was direct or indirect. The reason SL are in a corner today begging the world to recognise them and nobody is doing is because of MJ involvement in xamar.

Our presence in Xamar is crucial, its the most important chess piece to (politically) control SL and the country at large. Our ancestors Boqor Cisman and Sultan Kenaadiid knew this well.

At the same time i agree, this should not come at the cost of building viable political institutions within Puntland. PLs self interest should be a priority

I don't think you understood what I am talking about. What I am saying is that the political leaders of Puntland should not have spent all the time and energy they had after 1998 on trying to win seats in Mogadishu. The striving for position in Mogadishu is futile because it slows down political development at home. Puntland's political elite should have stayed home and minded their own business. Puntland ignored its own interest and forgot to build institutions and democratize, things it should have accomplished in the first decade, it instead became involved in a conflict that is still going on today.

Why didnt Gaas even try to build democratic institutions when he realized that he would not get elected in Xamar? Just face it politicians in PL are not interested in building these institutions.

Puntland state is a simple copy attempt of Somaliland. It’s all falling apart now that’s to terrorist groups in the state,mass corruption, no economic development, worsening security

The solution to this standoff is to have a capable team instead of the current one man show wherein the president has to deal with internal and external issues. What do you expect if you appoint Ahmed Karaash as the minister of interior? Will that guy institutionalise Puntland? Having illiterate odayaal at key ministeries wont bring internal cohesion.
