Nah cuz things such as ports, foreign affairs and military should be centralised. I believe in a more centralised system where sell outs such as Muse Bixi doesn’t exist

Foreign affairs should be handled at the federal level (president/parliament), but ports can be handled at the state level like it’s done here in the US
