I would say the people who have that reputation are eastern Europeans. Italy while not as economically powerful as German or the u.k is the 4 largest economy in europe after the u.k Germany and france. They also have a huge advantage over germany and the u.k in terms of how central italy is to fashion,art and culture in Europe. We shouldn't think of how b bas they were at colonization and extrapolate it to today.
