Dr. Maxamuud Qorane did an illuminating interview.

He says that the port is scheduled to be completed by January 2021 if they work 40 hours per week.
Phase 1 is now complete. Phase 1 included things like leveling the ground and preparing it for future construction. Now we are in Phase 2 which is the construction phase. This latest shipment of equipment is expected to be the last one.
Two of the most expensive parts in building a port are digging into the ocean floor and bringing rocks from long distances. None of this will be necessary in Garacad. It's naturally deep so no underwater digging is necessary. And there's a mountain 2 km away (which is considered close) that will be used as a source of rocks.
Garacad is expected to be able to handle the large containers that Bosaso isn't equipped for. Currently, only Berbera, Mogadishu, and Kismayo are able to handle large containers since their ports were completed by western countries during the kacaan. Bosaso port was only a third finished when the country collapsed.
The new equipment was sitting in Bosaso for a few days because of the rain. It departed Bosaso for Garacad yesterday with a large military escort. 150 soldiers from Gaalkacyo are included. You can see them riding their technicals here as they depart Bosaso.
