That's because Islam did not come into exist until the Prophet Muhammad (PBUH) and the pure Arabs lived in Mecca, Medina, and Yemen. The Palestinians and other Levantines are Arabized peoples, not actual Arabs. They converted to Islam after being conquered by the Umayyad Caliphate and are culturally Arab due to the many centuries of being ruled by Islamic empires.
