That's not unreasonable, They already shared the 1st batch of the money and everybody was happy, why would PL agree to get 8 million only when they could get 18 million if they shared using the previous agreement.

It’s a new budgetary support, a new government which has a mandate to change the agreement as long as the FMS’s are happy. If 4 out of the 5 are happy with equal share of 8% and the FGS sticks to the 60-40 then PL is unreasonable yes.

I would like to see more of this. PL having to get an equal share, as well as shrinking PL (by acknowledging SSC coming under SL budget )

This would up the 60-40 to 80-20 closer to the 90-10 FGS initially wanted.

There must be some other sweeteners to the 4 states, very interesting

It's not a new budgetary support, it was approved by IMF in 2020 and it allocated 395 million to Somalia for 3 years, the 1st batch was 55 million in 2020 and they halted the disbursements after that because of the election disputes, so Puntland have a point, either go back to the original formula or let the dispute continue, why would they take smaller portion this time around.

PL doesn't depend on budgetary support from IMF, but it has the right to demand its share.

No it's not new and you know it. Of course you will accept that 8 million. FGS/Atmis baby sits you and the other Gareen paper states. This is bonus money for you. Heck, I'm sure you would accept 2 million or less. See the difference is PL pays everything directly whether it's civil servants/ troops or it's own project. Put aside your cuqdad for a min, why would PL accept to get less than was agreed? Again, this is not your tax money or new budgetary support.

This time all federal states can unite on this. Unlike under Farmaajo the critical part was seperating JL and PL. Although I doubt Farmaajo was ever competent enough to pull this off. HSM isn’t playing around this term
