the masses pretty much believe what they're taught to believe... they'll go along with Stalin, Hitler, religious regimes, anti-religious regimes, Firaun, etc.... they are not meant to run the society and they couldn't do so....
how it's supposed to be is they are like the flock and their shepard is a wise ruler who cares for them, looks out for them and helps to give them proper guidance...
but we live in an upside down world of inversion due to much of society being hijacked by satanic forces... and so rather than the masses being flocks cared for wise, compassionate rulers who guide them in a right way and do things like promote God and morality to them....
we live in this inverted reality where the ruling elite manipulate the masses in a direction that is horrible for them, brainwashing to them to think things like "we don't need religion any more because science has replaced religion"... encouraging them to not believe in God, to abandon religion and morals...
this instinct on the part of the masses to be obey has been used in a way that is against how things are supposed to be... and so they go along with evil and the masses more and more are morally corrupted

I wouldn't say the elite thinks and tells society that we don't need religion. The US is a secular religious freedom country, so they have to go by the constitution.
