Somalia still produces most of those things you listed and this time it is not a communist owned monopoly,we have cement,soap,building material companies, and at least four fishing producing companies all over the country, also the market competitions is allowed now and we still have manufactures that produce as much as during the MSB regime and is privately funded by citizens rather than Italy/Russian owned enterprises.

The truth is Somalia is doing much better during the civil war than MSB era, all the 18 indicators of development says otherwise.

you can also ask if there is a somali government, why are they not able to produce it. It comes down to incompetence at the end of the day. The federal government is just as incompetent as these so called fiefdoms. And I can't believe the kacaan is your standard.
