If the Kacaan built the whole country's infrastructure and developed Somalia's economy into a first world economy or even a second world economy and produced a well educated middle class Somali population and skilled laborers, then I myself would have been a big fan of the Kacaan. Cali Samatar was well respected, he was also significantly smarter than his contemporaries. I think he would have found a way to secure his power for a couple of terms before handing it off. Siads decision to come back and “win” an “election” was what destroyed the country its up there as one of the worst choices.
