I don’t mind what the issue is as long the seat of government is in a federally administered region.

If Xamar doesn’t want that, then vacate the role of capital to another city. I know that reer Gaalkacyo would happily accept this offer.

I can bet an eyelid if a city like gaalkacyo or kismayo is changed to capital, there will be heavy fighting by the different clans who were fighting for ultimate control since the 90’s. Especially now that it would be the capital. Would create new conflict. Xamar however has gone through that phase and I don’t see clan wars happening there again

Anyone with a sane mind would jump at the economic opportunities of becoming a capital even if it means less political representation.
