Only two things can end seccessionism - economic sanctions or military sanctions and the federal government will never be able to apply either of those because it's western funders won't let it. And it's stuck in a trap where it can't build it's tax base so it will always be dependent on western funders until it eventually collapses.
The west isn't interested in state building anymore since Afghanistan. That's what Somalia needs, nothing less but all they want to do is develop the governments security sector to the point where it can manage the insurgency (not defeat it) and it's doubtful it can even manage that.
So essentially the governement is too weak to do anything about it because it's in an existential struggle for it's own survival and it's institutions are too weak to create a desirable alternative.
