As I said before never trust Daarood first, get them to sign your Hiiraan state first and foremost. Don't give any good will for free. Hiiraan was one of the original gobols it is special, your case is much stronger than theirs. Not to mention wallahi they are on borrowed time and deeply desperate compared to Hiiraan who can wait for Somalia's second federation process, SSC will die tomorrow if Muuse Biixi agrees to sit on the negotion table to discuss the reunification. Very hypocritical and confusing statement given PL is literally against proportional representation. The disagreement over aid is partly due to this.
HSM says share aid by states population. PL rejects this and says they should continue with their 30%.
Letting Rahanweyne take Shabelle Hose was actually a plan so that HG dont get more power in other states.
Share the source that states Puntland gets 30 % of all foreign aid that goes to Somalia.

In 2018 PL received 12 % of aid, in 2019 PL received 12.7 % of aid and in 2020 PL received 9 % of aid.
According to the 2014 census, PL (excluding SSC) represented 12.2 % of Somaliaβs population so their aid allocation is proportional to their population, or should have been more as SSC was excluded.

Hawiye will get the Vice president of KG and lower Shabelle will be under Banaadir security wise so it's same while Banaadir enjoys representation and elected city leader. Banshabelle will be Abgaal president and Digil vice president besides the capital will be under threat .
KG vice president HG will have big chance it's best for you to keep it like that Digil will be represented by Mirifle president but if they form state with Banaadir they will take the vice president and HG will be represented by Hawiye Abgaal.

The issue is not about population, parliamentary representation and development it is only about political influence. Daarood now has PL and JL and both are independent from Mogadishu so what do you think of a new Northern Daarood FMS behind PL?
So these HAGites will never accept this they will offer to you three solution stay disputed region between PL and SL, under Isaaq led Nothern State or stay under Mogadishu so as Reer Hiiraan we need to campaign for Hiiraan State to counterweight to SSC State with Daarood support.
