Where is the finding that it was Somaliland security forces indiscriminately shelling the town?
They interviewed people describing killings, injuiries and damage, but they do not provide evidence that it was Somaliland security forces that was responsible for it. In the same report they ask "All parties to the conflict in Las Anod must end indiscriminate attacks"..
