Alberta requested the federal govt's help on February 5. Their argument undercuts their initial requests. And unless the House of Commons intervenes and revokes it, the emergency powers act will be enforced. The Liberal and NDP parties have parliamentary majority, so other than a few noises from Conservatives and Block Quebecois, nothing will happen in that front.
Meanwhile, the operation has been a phenomenal success.
