If IOG was smart he would've formed a large militia of ciises from sitti, armed them to counter FRUD rebels that use Ethiopia (afar region) as their main HQ to attack Djibouti military bases.

Djibouti is not Somalia. We are basically one City that controls some tuulos in the surrounding desert.

Thats not the point, unlike somalia Djibouti has different ethnic groups main one being somali (ciise) and canfar who hate each other. The coup would quickly turn into a civil war which would collapse the country.
