These are regions that would be under the control of the central government not independent or federal/semi-autonomous states.So instead of a few states, you want 18? I think that would be too hectic.

Under the British, there were two regions:
a) North West, which was Hargeysa (later became NW & Awdal), and
b) North East, which later became Togdheer, Sanaag & Sool.
