Yep. For example Lower Shabelle makes up roughly 10% of Somalia population, that is what that region should get then in terms of aid & development funds.

@Bohol according to your brilliant economic logic, you will ask funds to be allocated to population size, however you won't prove how those funds will generate economic activity. There is no point using foreign money into areas that cannot produce an economical return. Lets say Somalia lays down 100 roads for lower shabelle, it will just mean 1000 beggers now got a road to beg on because this region is REGIONALLY POOR, how the f*ck do u sell this economic message to the world, forget lower shabelle, maybe baydhabo has stronger economical case.
Firstly these population estimates aren’t actually real, Lower Shabelle’s population has been depleted and most of the inhabitants are in IDP camps in Mogadishu. Secondly, JL and PL didn’t complain when Hirshabelle and Mogadishu got a $200 million aid funded highway and not counting the billions of dollars Turkey spent in Mogadishu. So why complain when the World bank does an infrastructure protect in places that have been historically neglected comparatively?
All population density maps indicate the estimations are near correct for that region due to high population. The difference is the World Bank is in the name of Somalia irrespective of politics were's what Turkey & Qatar do is politically motivated they don't even operate in Jubbaland, Puntland and other mamuul goboleeds for most of the time.

I can see why @Samaalism isolates your ass from politics, you will probably send all Isaaq to hell with that sort of thinking. Voting is based on population or district, not economic distribution that's based on pure RETURN ON INVESTMENT. Infrastructure should go to areas where the locals are rich, business activity is happening, diaspora participation is high, local participation is high, they have a sound govt and sound economical direction, why would u not dump money into these areas over lower shabelle where the economic activity past time is to be maids, farmers, and beggers?
Puntland is semi arid like California u can grow anything that grow in the south.....my plan is to move to puntland and start farming in duur, bariPubtland is just a dry land. lower shabele alone can feed the entire Somalia, it has everything to boost the economy
