Two things sxb.
1. The funds won't go to the states. This is all speculation. If it was up to me, I would withhold everything until the states demonstrate that they have eradicated the terrorist threat completely, they gotta earn the money.
2. If HG lived in Jubbaland it would be game over for these lot, Baraawe is the furthest we settled in the South although I heard a few live in Turdho (middle Jubba). Unfortunately the Giirgiir clans like Cawrmaleh, Baajuuni, Macalin Weyne etc are absolutely useless. Even the HAG clans there lack a backbone.
All they had to do was purchase arms from us and they could drive out the Darod themselves like the Shiiqaal Aakhiro Moog section of USC did in Jilib and Jamaame but the Giirgiir unfortunately are looma ooyaan farmers who only care about their crops, we are forced to side with either OG or Marehan as a trojan horse.

The same points were raised and the usual suspects (all 2 dozen subclans in Jubbaland who were invited) refused to unite and form a jabhad. Cawrmaleh tried to go it alone and produced a former charcoal trader caaq called Iftiin Baasto who was arrested at the Airport
