Qabil for most people is only real at the reer level where they pay qaaraan. If your reer is small, "qabil" as a concept has little utility. But if your reer is large, "qabil" can prove to be very effective at helping a large number of people. If your reer is large enough, the qaaraan collected can actually do more than help some sick person with hospital fees, but help a town staff a clinic and pay for teachers.

For some qabil is useless, for others it can be very effective.
