That is not what i said. Re read carefully. I merely pointed out that in a country like Somalia there are scare capital resources, that incidentally were being misappropriated by the ruling dictatorship. The ruling government prioritised Mogadishu over all other places in the country, even if the ruling individuals and their relatives enriched themselves. It was their fatal error in the end.

Economically it made sense to build the road from Mogadishu to Hargeisa because of economics and because Hargeisa and Berbera were big tax generating areas. A road to Garbahaarey made less sense. Surely you see that?
A road to Gedo is extremely important. How do you expect food to be transported easily? Gedo borders Ethiopia and Kenya. Having roads is extremely important.
And FYI there were reer baadiyo from his own reer Kooshin SubSub Clan.
Roads to Berbera and Doolow are both important.

The Herti Somali occupy the coast and extend inland as far as the Deshek Wama. The Herti do business as traders as well as rear cattle. Their numbers are about 3000.

The Ogaden Somali are split up into five important sub-tribes are the Mohamed Zubeir, the Aulihan, the Abd Wak, the Abdallah, and the Magharbul. Two other sub-tribes are of less importance, namely, the Her Mohamed and the Habr Suliman. It is remarkable that the so-called Mad Mullah, Mohamed Abdullah Hassan, belongs to the very unimportant tribe of the Habr Suliman. Of the Ogaden in Jubaland the Mohamed Zubeir are the most influential and numerous. They occupy the Afmadu district as far south as the Deshek Wama, and own immense quantities of cattle. The Aulihan tribe frequent the district to the west and south of Serenleh. They are rich in camels as well as cattle, and the Juba river is their main water-supply.

The Abd Wak and the Abdullah tribes occupy the districts of Rauia-adi and Lorian. The latter of these tribes wander as far as the Tana river seeking for water in the dry season. The Abd Wak are the more numerous, and might be able to put 1000 spearmen and riflemen in the field. Between these two above-mentioned tribes and the Mohamed Zubeir tribe there is a constant feud which sometimes leads to a fight. The Maghaabul sub-tribe occupies the sub-district to the east of Rama-adi, known as Joreh. Though they are not strong numerically, yet they are rich in cattle.

It is, perhaps, necessary to repeat that only Darud [Darood] Somali are to be found in Jubaland"

No they Don't. OGs don't have continuous population to Shilaabo.
Harti are NOT newcomers. and MX aren't aswell.

The British East Africa administration was reluctant to withdraw too many troops from Jubaland, apparently fearing the activities of Marehan raiders more than the activities of the Schutztruppe across the western border in German East Africa. (At that time both the Governors of British & German East Africa hoped that they could avoid conflict with each other.)

In 1925 local authorities from the Marehan Marehan Somali clans reached an agreement, the signatories each had different accounts of the agreed to partition. According to the Marehan, the pact gave their Ugas Hirse control of Jubaland at large, the pact also allowed the Isse access to the port.

Gedo borders Ethiopia and Kenya. Transport is essential. MSB wasn't building infrastructure for Mareexaan. The historical Sarinley was just some huts and still is.

It was in the famous 1974 drought. It wasnt just Isaaq refugees but reer waqooyi in general including Dhulbahante and Gudabiirsi

It was in order to populate the unpopulated regions in the south with low population

SLers could bring business and investment

But most left after a few months because the area was too underdeveloped. They were used to being near Hargeisa, Burco, Berbera, Boorama, Las Anod. Big cities and towns.

That is why there are no reer waqooyi in the South today

I hope SL starts an outreach programme in Jubadda Hoose to bring democracy and development there soon. And also to teach Af Soomaali faseex (original Af Somali aka reer Waqooyi)
