But unlike Morocco, Spain has freedom of movement with all of Europe. So they can move to Norway or other good countries if they want to.

They aim for Spain as it is part of the EU.

I've visited Morocco and the infrastructure there is actually very good. North Africa is generally more developed than the rest of Africa. Although, Ethiopia is catching up.

I've visited Casablanca, Rabat & Marrakesh.

I think the defining factor is that they're willing to develop and build a prosperous nation for themselves. Will power is incredibly powerful.
