To an extent they are but that doesn't make ethnicities illegitimate or arbitrary. Somalis shared the same language, culture and blood which all had a real tangible impact on Somali society and civilization for thousands of years.

Imean to be fair to your point ethnicities and "races" do exist only because of the sociopoliticality and allat
But in this case it means that everyone agrees on what constitutes that group and it's usually based on what that group itself has decided
And the somali ethnic group chooses hido iyo dhaqan meaning there isnt gonna be chinese or mexican somalis anytime soon
As opposed to cadaan which is essentially just get the culture down pat and look somewhat white
