Somalia is not just North and South. Isn't this kind of plan the reason why rebel movements were formed to topple Siyad Barre? At some stage, certain groups will feel neglected and start a rebellion. Federalism addresses this problem and ensures locals have a say in their LOCAL and regional affairs, instead of being dictated to from hundreds of KMs away.
