These people think that what Puntland has been seeking to build for the past 27 years, i.e a strong federal government, is somehow meaningless. They have become accustomed to this anarchy and think it is unacceptable for the FGS to have these powers. Waa dad waalan. Any constitution that is finalized will give the FGS the full right to station troops anywhere in Puntland, inspect and levy customs at every port of entry, conscript soldiers, levy income taxes etc...
They have forgotten what it means to have a functioning central gov, even one as limited as the FGS.

Dowladnimo is a very hard concept for some people to understand. The kacaan strongman system with no rules or constitution is how everyone thinks a country should be ran. The job of the FGS is to fight AS & build the necessary federal institutions. The last 3 presidents have failed without even trying at all. The current FGS can't secure Afgooye or Calmiskaat. It doesn't have that capability yet and that's normal.
IMHO only a presidential candidate from PL who can leverage PL's army & expertise fighting terrorists can secure the south.
