Which would have to be established as a prelude to the finalization of the constitution.
My main point is, when all is said and done and the state building process is over and all three branches of the government are well and truly fully operational every FMS will cede certain powers and privileges to the FGS.
Article 54. Allocation of powers
The allocation of powers and resources shall be negotiated and agreed upon by the Federal
Government and the Federal Member States (pending the formation of Federal Member States), except
in matters concerning: (A) Foreign Affairs` (B) National Defense` (C) Citizenship and Immigration` (D)
Monetary Policy, which shall be within the powers and responsibilities of the federal government.
Easier said then done. You have to have a judiciary to interpret and an executive that enforces that view. It isnt something you just sign into existence there needs to be a surrounding culture which imo can’t exist in Xamar.
There is no system that works in bad faith and Somalia has that in abundance. The bright side is atleast my bad faith president is a clansmen who won’t screw me over permanently
The 2012 constitution was left purposely vague and open. Negotiations regarding the separation of powers weren't ever complete, but I'm telling you when it comes down to it, there is very little that will be given up. When all is said and done, the legal, political, security, education, healthcare, etc systems will still be outside of Xamar.
Sure, you might not see state issued passports, but things like foreign policy will still not be fully controlled from Xamar. If a state wants to sign a deal with a foreign nation, that's their right. This breaks point A. Remember when Deni even proposed possibly setting up a separate currency? According to point D, he shouldn't, but times have changed. You're appealing to a document that will only receive unanimous consent to finalize if it respects the new norm in regard to state rights.
That is no longer federalism then, its a glorified confederation. How is that sustainable in the long run?
I don't see the problem with it if it's beneficial for the people. For example, I remember a couple months ago reading SWS came to an agreement with Kuwait to develop Barawe port. This can be a good development for the region. The nation's governing system should suit the people's needs first and foremost.
Right but there can also be situations like SL's MoU for example.
Also, SWS believes its their right to keep ENDF in their lands. That isn't beneficial to the people at all.

I’ve always wondered why do these presidents use 1M1V to extend their term? I get that they want 1M1V because it will allow them to rig elections in their favour. But wouldn’t it be easier for the sitting president to just use the current indirect voting system to bribe officials so that he can get reelected over and over again? After all as the president you have access to more money than your opposition.
Also, can someone inform me on why HSM’s former allies such as Kheyre, Deni, Madobe and Sharif have all turned on him? I’m assuming it’s because HSM probably made some promises to them and he didn’t fulfill said promises. For example I know with Deni he promised to make him the PM but HSM decide to make Hamza the PM instead.

Reer Galmudug Marehan are above Average Somali IQ. Look at shirdoon and Farmaajo, They number a small percent of Somalia yet way overrepresented.
Faarmajo has an illness called daarod nacayb iyo Marexaan ka carar I don't think he is representative of Marehan political objectives but his own ideas about a new Somalia.
