When you look at it from a regional standpoint, The Dhulbahante tribe and their allies see the state being formed from Sool, sanaag & parts of Togdheer (CAYN) regions settled by the Dhulbahante, Harti, and Absame tribes.

There is no such thing as “more illegal”, you broke the rules for Galmudug that is all that matters. If SSC is to be under Puntland then Galmudug should be under Hiirshabelle.

Sool region is Majority Dhulbahante. The isaaqs (Habarjeclo) only live in Caynaba which they occupied from the Dhulbahante tribe in 1922. 100 years later isaaqs still live in Caynaba and have not expanded Eastward even with the internal division of the Dhulbahante tribe itself.

Isaaqs in sool region is like Mareexaans in Galgadud they only inhabit 1 district on the far ends of the region. Isaaq in Caynaba and Marehan in Cabudwaaq. Sool is not contested tribally for that reason.

Sanaag region on the other hand is more diverse. The district is split between Warsangeli to the East, Habaryonis to the west and Dhulbahante to the south towards Sool. There are other tribes like the Geri & Absame who live with the Warsangeli & Habaryonis in Sanaag region.
