there’s no need for the inclusion of the habr younis. Warsengeli and Dhulbahante land in sanaag makes up more than half the state. Warsengeli will join the SSC, when all security concerns are addressed, and will play an active role in state building.

Who are Reer GM who live in 100% of the region? Are they 1 or 2 tribes or are they the 11 tribes @ BidenKulaha mentioned. SSC is a local concept. When you look at it from a regional standpoint, The Dhulbahante tribe and their allies see the state being formed from Sool, sanaag & parts of Togdheer (CAYN) regions settled by the Dhulbahante, Harti, and Absame tribes.
