Wednesday, January 13, 2016 HARGEISA (WARFAAHIYE) – Police in the breakaway northern Somalia region of Somaliland have arrested a man for cannibalism after residents discovered the severed head of a child in a remote village in the region, officials said Tuesday. Ahmed Mohamud Gutale, the police commissioner of the Togdher region said that the Ethnic Oromo man was arrested after villagers alerted the police about a 'severed' head of a local boy whose body was found near the man's home in an isolated area.
Mr. Gutale told reporters that the man was arrested after residents raised alarm about the man’s ‘suspicious’ movements.


With no specific offense of cannibalism in Somaliland law, officials said that the man would be tried on charges of human ‘flesh-eating’.



Police officials have also raised the possibility of getting the man under a psychiatric test to determine his mental state.

The arrest has sent shockwave across the region which has seen few cases of cannibalism since it declared a unilateral independence from the rest of Somalia in 1991.

The cannibalism belief spans dozens of years across Somalia as many parents believe that cannibals have snatched their missing children to ‘suck’ the blood off their bodies.

Stating that law enforcement agencies in the country are in a rejuvenated human traffickers and the trafficked flush-out campaign Col Guutale stressed on fact that the large number of illegal’s from Ethiopia especially Oromo’s transiting to Bosaso for trafficking is worrisome as ascertained by strange acts like the current one of cannibalism.



"This is a strange act unnatural to Somaliland and residents of the entire Toghdeer region are on trepidation” said the police commander as he promised a hawk-eyed approach by his officers.

Huge riots by illegal Ethiopian workers in “Manfouha” region of Riyadh

UPDATE: 561 people were arrested and 68 injured in the riots that broke out in Manfouha. The injured include 28 Saudis and 40 non-nationals. 50 people left hospitals after treatment. Two persons were reportedly killed: one Saudi, the nationality of the other remains unknown. 104 vehicles were said to be affected during the clashes, according to reports on Sabq news.

Riots broke out in “Manfouha” region of Riyadh, Saudi Arabia on Saturday as illegal Ethiopian workers engaged in assaults with rocks and knives. Police squads were present at the scene to take control of the situation.

The riots erupted amid intensive campaigns by the government against illegal immigrants in the kingdom after the end of the amnesty period on Nov 3 to correct their residency and work status.

Ethiopians were seen throwing stones on security police cars, civilians cars and hitting people brutally. Some people were stabbed with knives and residents in the area are hiding in their homes out of fear.

Hospitals in the area declared a state of emergency, tending to injured personnel. The injured include a woman and her child.

Israel police chief: 'Natural' to suspect Ethiopians of crime

Israel's police commissioner has been criticised for suggesting it is natural to suspect Israelis of Ethiopian descent of crimes more than others.

"Ethiopian Jews are Israeli Jews in every way," said Roni Alsheich when asked to address allegations of police violence and racism against them.

But, he added, "studies the world over... have shown that immigrants are invariably more involved in crime".

Mr Alsheich nevertheless stressed that he was working to curb "over-policing".

Members of Israel's Ethiopian community, who account for about 130,000 of the country's eight million population, called for the commissioner to be sacked.

Last year, thousands took to the streets to protest against alleged police abuses after a video emerged showing two officers beating an Ethiopian-Israeli soldier.

At a meeting of the Israel Bar Association in Tel Aviv on Tuesday, Mr Alsheich was asked why Ethiopian-Israelis appeared to be singled out by his force.

"Studies the world over, without exception, have shown that immigrants are invariably more involved in crime than others, and this should not come as a surprise," he responded.

Research had also shown that young people in general were more involved in crime and that "when the two come together, there's a situation in which a given community is more involved than others in crime, statistically speaking", he added.

The commissioner said this had been the case "in all the waves of immigration" to Israel, and "also with regard to [Israeli] Arabs or [Palestinians in] East Jerusalem".

"When a police officer comes across a suspicious person, his brain suspects him more than if he were someone else. It's natural," he continued.

"We know this. We have started to deal with this."

The Israel Association for Ethiopian Jews said the remarks were "intolerable" and reinforced "stereotypes that portray all young people from our community as delinquents and criminals".

The legal advocacy group Tebeka accused Mr Alsheich of "in effect declaring that the whole community was a community of criminals" and giving "justification to the police for their systemic racism and violence toward Ethiopian-Israelis".

"We are not migrant workers, we are Jews who returned to their country after some 2,500 years in exile," Gadi Yibarkan, an activist who was involved in last year's protests, told the Times of Israel.

He added that the commissioner had made it seem "understandable that police officers deal violently with black people and Arabs".

Following the criticism, the police force issued a statement saying that Mr Alsheikh "had no intention of offending Israelis of Ethiopian origin".

It added: "The remarks were said, openly, with the intention of correcting and improving [the force]."
