Silanyo was minister in the Siad barre government, there are so many somaliland and puntland officials who served under Siad and were then started their own qabil movements.
Why would somaliland elect as president someone who served the regime that harmed it's people? There is a simple answer, it's tribalism.
Somalis don't care about politics, we don't have left wing or right we only have qabil.

Qabilist can say whatever they want, but the facts are clear.
Somalia under Siad Barre:
-A sovereign state
-Had the strongest army in africa
-Was a regional power
-Conquered Ogaden in a moth against a country that has 10 times our population
-Had access to healthcare and education , massive vaccination and literacy campaigns
-Had recognized universities
-Was actually respected by the world

Somalis without Siad Barre:
-Qabil states are ruled by foreigners arabs, ethiopians, Kenyans etc
-Weak ass militias that fight over some uselss qabil issues
-Zero power internationally and regionally, somalia owned by Turkey, somaliland and puntland owned by gulf arabs
-Cant even control all of their territory.
-No access to healthcare and education, everything is private if you cant pay you die. If you can't afford a private school you remain illiterate
-Universities are not recognized hard working students from somaliland, somalia and puntland often have useless degrees because their unis are in a failed state or an unrecognized country.
-Nobody respects us

The factions were formed after Barre lost the war with Ethiopia in 1977-78. Abdullahi Yusuf was a commanding general and formed a resistance rebel outfit in 1979 called SDF. He made a conference speech in Kenya and talk about how Barre would lead Somalia to disaster. There was also a coup attempt in 1986 when Barre crashed his car. The rebel group SNM was formed in 1981 in London England. There original goal was to remove Barre from power. The bombing of Hegesia and Burco happens in 1988 after Barre signed a peace agreement with Mengistu to stop supporting SNM rebels. Then the SNM rushed into the northern towns fearing that this peace agreement would be the end of them. The fighting intensified and SNM guerrillas hid inside the towns of Hargeisa and Burco and invited aerial bombardment and artillery shelling of the Somali national army. The SNM used this as propaganda and told the Isaaq population the government is trying to "exterminate" them, which is not true. The government was simply dealing with a rebel disturbance like any recognised government would. The Isaaq population fled into jigjiga and other refugee camps on the Ethiopian border, due to the heavy fighting. But the SNA did not pursue the Isaaq population into Jigjiga as this would have constituted the claim of genocide.

You see the Somali government was fighting a rebel invasion into its country much like what Bashar al-Assad is doing in Syria. The SNM propaganda is strong because there is not any other informational outlet that can debunk some the claims of the SNM. The clue into their real inventions is when in January 1991 the rebel group USC claimed the presidency the SNM were angry and decided to leave and then claim later that it was because of the bombings in 1988.

This is all well documented.

He defected to the SNM in 1985. He was in Mogadishu in 1981 when the rebel outfit was formed. If the government was trying to "exterminate" Isaaqs why didn't they deal with Bixii who had military experience and was a high risk he might defect to his kin.

Isaaq was Wadani in 1960, they embraced unity despite having the most to lose after inheriting their own state from the British, whilst the biggest Darod subclan wanted to be under Xabashi rule instead of 'Somali' rule because of their hatred of Isaaq. FOH with that fake shit.
