The reason why Nabar iyo Naxdin are so eager to bring Amisom to Galmudug is not to fight against the remaining pockets of Al Shabaab. The goal is to have Ethiopian soldiers in every part of the country because of the special relationship Farmajo has with Abiy.
Ethiopian soldiers, whether they are under the banner of Amisom or under the Ethiopian flag, follow Farmajo's orders even when they are illegal and violate Amisom's mandate as demonstrated in Baydhabo this past December. Amisom losing their EU funding and ending their mission is no problem for Farmajo with a friend like Abiy.
This isn't possible for a few reasons.
It pays to be 100% pro federalism from day 1.
- The MPs and people are stridently opposed to it. We would kill them as soon as they exited Baraxley.
- Puntland is too well established and autonomous. We are older than the FGS and have full control of our borders.
- We are too united for their isku dir tactics.
- They would not have international support because it is clear to everyone that there is no need for Amisom in this region and there has never been a need.

Galmudug doesn't need AMISOM, it needs reconciliation.
HG can easily unite, but the problem in GG has to do with the power of the Ahlu Sunnah group which is mainly compromised of Cayr.
I don't like sufis, but it can't be denied that they have secured large areas of GG from Alshabaab control. If you go to cayr degaans in GG you won't find Al Shabaab, but on the other hand you will find Al Shabaab in Salebaan and Muursade controlled areas where Ahlu Sunnah have no influence. Sacad are also extreme xer Sufi, but they don't wield the military and political organisation of Ahlu Sunnah.
What Ahlu Sunnah basically want is to turn from a religious militia group into a government organisation. As long as Ahlu Sunnah have power there will be no reconciliation in GG.
Compromise comes in the form of letting Salebaan have the capital in Cadaado...and then letting Ceyr or Sacad switch terms as president of GG.
However, Ahlu Sunnah want the capital to be in Dhusamareeb, the army to be compromised of their men and to also be head of state.
