If they're just acquaintances/not close friends then yea sure.
If they're reaaal close friends then it depends. If it's a straight guy, no way. Even if he has no feelings for her he'll think about dicking her down on the low. However, if he's gay or asexual and the girl isn't attracted to him whatsoever, then sure. One of my closest friends happens to be a guy who's asexual. Another exception is if they've been friends since childhood, then it would feel weird to get with them anyway.
