The author makes the mistake of lumping together the Kenyan highlands with those in Uganda, Tanzania etc... but that is not very accurate. The Kenyan highlands are tiny in comparison to the Ethiopian highlands. Kenya has a population that is upwards of 50 million but it has much less land than Ethiopia. As most future growth will come from the improvment in how land is utilized, Ethiopia seems to have a huge advantage over Kenya.

Ethiopia produces 25 million tons of cereal each year, the highest in Africa, while Kenya produces 3.9 million tons. Ethiopia is simply on a different scale.
