But he didnt go rogue for Ethiopia & Qatar the chief sponsor of AS.

The moral of the story is things are falling apart for him.

According to the independent DOD report, Somalia is nowhere ready to take over after 2021 as they didn't meet any of the targets set. I would want to see an extension after 2021 so Somalia can prepare better. I don't know who gets the blame, the president or the military brass. Does Somalia even have a clear chain of command in the army? That's not even clear.

For those reasons, I wouldn't lift the arms embargo. High weaponry can fall into clan militas and would be disastrous.

In Somalia you got niggas fighting with weaponry on par with them. Not even powerful shit, light weapons and Toyota's is all anyone's got.

The UN is afraid that the weapons will fall onto the wrong hands and you get a civil war pt2 or rwanda type genocide. They set basic reforms for the government to take and they didn't meet it.

And I have a feeling that the UN also thinks that if Xamar would get such weaponry, they'd turn it on Federal States and Somaliland, which there trying to avoid.

Al Shabab does things that no one really understands . Like what is their end goal? Will they stop when Somalis are extinct?
 
possible deal with them or maybe they're scared of full scale invasion, ogaden region acting as a buffer could be another way it makes it harder for them to get there and plan something.

Al-Shabab seems to keen to protect its established racketeering network and strikes when its interests are threatened or to send a message. On top of it, the Kenyan government and FGS are not viewed by it as strong opponents organizationally.
