It's what being stated. Most of the money they collect probably never gets recorded and they still end up taking half of what they do state.



Maybe they should fix the land and property laws to raise the funds needed for an army.

Tens of billions of dollars worth of land around major tuulos that aren't being touched atm due to the lack of trust in these types of transactions.

@RasCanjero that $274 million is about a fifth of Mogadishu's gdp. Keep in mind that is includes some budget support from the IC.

Doubt the non IC support percentage of the budget comes up to 100 million.

Could believe that no one pays the tax there but I doubt it since you get squeezed dry at the borders and at the port.

I'm sure it's just a dozen warlords at the top that get away with not paying tax.

Most of the rest isn't even recorded.

No transparency in the port's or within those ministries.

Farmaajo is too busy drinking soy milk to let us know how he'll tackle this corruption.

So 43 percent is going to the band of idiots who can't even properly distribute the other 57? Why do they believe they need 119mil when they haven't accomplished a single thing. 119 mil to sit there and let ugandans run the show.
 
Social service should be 20% of the budget... our kids need more programs too keep them on the straight and narrow.. after all they will inherit the kingdom...

Maybe we should use the Switzerland system of the federal government taxing all regions 15% while leaving the rest to the states.

That way we'd have more revenue sources and more people that would keep Xamar accountable.

Those in other states don't care since they don't contribute tax to the federal government.

Those in Xamar care but don't want Al Shabaab visiting them at home so they shut up about it.

Reliable sources said the militants ambushed a military base in Sabid area near Afgooye town.
The group said it killed two soldiers. There was no immediate comment from the military.
