This is so simple.

The disagreement is over funding. What share each region gets.

HSM says ‘Puntland you are not getting 30%. You will now get the same as the other states’

Other states: ‘this is fair as we need extra support and can’t as long as PL forces all 4 southern states and Banadir region to share the same pie’

Then PL does it’s registration and 400k register. This puts PL’s population at around 2 million of the 10+ million Somalia (excluding SL)


So is it reasonable to demanded 30% of funding for 2 million people and 30% funding for more than 10 million? No. Therefore there’s no argument here.

Debt cancellation isn’t tied to the World Bank aid dispute. FGS will get debt relief by Q4 2023 and it will decide how it is spent. If PL like SL did under Farmaajo want to refuse funding through the federal government they are welcome to refusing to access the money. But they aren’t going to get to stop it from happening and make other states wait.

Many countries are desperate to be the one’s to loan money to Somalia and then develop projects. If the US doesn’t get there first, China will. So for the IMF it’s a race against time. They’ve lost most African economies to China and are trying to reverse that.

Why is that PL that is so self sufficient gets more than the other FMS?
PL has more students, teachers, police, nurses, doctors, and civil servants to support than any other FMS. These other dudes have no institutions to spend resources upon, they’re just holes where nothing of substance is to be shown after the aid is spent.

We can live without that aid for a long time, but you can’t. We gonna see what happens and who gives in.

You say you need more money and then in the same sentence say you’re self sufficient. Self sufficient should mean you can raise tax revenue to pay for your costs.

You also say other FMS’s don’t need the money because they don’t have the same amount of staff. Well then what’s to lose for them as they barely get any aid.

So if aid is cut off is the state that gets 30% of aid or the one that gets 4-5% going to suffer?

They also want More students in PL to get scholarships compared to other FSG.

At the end of the day PL, knows that this will make the SOUTH RICH and boom so they are resisting because we will develop at an alarming rate, look at Mogadishu in the past 10 years, with all the bombing and wars, look at how Beautiful Mogadishu is now, we Hawiye are Builders and We are business Men, Put us anywhere and we will develop.

Jubbaland and Puntland are the only FMS independent of the FGS, in the others the fgs can install whoever they want as mr. cheese did with Laftagareen in SWS.

KG has many major cities free from Shabaab. And the President can travel to all three regions.

Madoobe isn’t in Gedo and Middle Jubba and out of Lower Jubba confined to Kismayo and Afmadow.

LG was placed there by Ethiopia on Farmaajo’s behalf. Whereas Farmaajo was opposed by Kenya and they want Madoobe to stay.

It’s literally dependent on the Kenyan+Ethiopia relationship but KG at least has three legit regions

SL has high taxes due to the ogligarchy trying to harm small-medium businesses in market prices, so they use Bosaso, u apply high taxes due to the limited 'trade' opportunity for berbera doesn't mean your GDP is high, it just means u tax higher. Your berbera also survived on the container trade, now garacad is here and will penetrate much more markets deep in ogadenia n oromia for their import/export trade. I've asked a simple question to see if it supports your claim that Puntland has an import market of 10 million people.

As for Garacad this isn't like 2017 when both projects kick started and on this forum there was much debate about the two that even you and I participated.Leave the comparison in 2017 as it's dead. The era of port FKD is over and the coming years Mogadishu port will receive significant investment and be equipped like Berbera.

What's most ironic in your argument is Berbera will serve Puntland Bosaso port as stated by DP World’s CEO for the Horn of Africa region
