It's because we isolate ourselves. 99% of older generation Somalis are one foot in the West one foot back in Somalia and a surprising amount of diaspora youth think the purpose of their education and their betterment is entirely to serve Somalia. Becoming a police officer or soldier in the West won't serve Somalia and when you self label as a guest and a visitor rather than a citizen, you see no benefit for those services and even become suspicious of their presence (until you need them)

Wallah we need to take precautionary measures.
