Highly doubt it was Cyrus as he was mushrik. He accepted and was tolerant of other Gods and allowed idolatry to prosper in his empire.
Was Cyrus the Great the Assyrian ruler or the Persian one?
The Assyrian one is the one who crushed the rebellious Jews and took them to captivity in Babylon.
The Persian one is the one who eventually freed the Jews from captivity in Babylon.
The Holy Quran mentions both events but did not mention those men's names.
