Rwanda is basically the polar opposite of Somalia. Rwandans are more docile than Somalis who are aggressive/nomadic.
They also have a long tradition of centralized governance with the Kingdom of Rwanda while we have a long history of disunity.
The country is the most densely populated country in the continent while Somalia is the least. The land is full of vegetation while Somalia is arid leading to widespread violence among nomadic families over what little vegetation/water there is during the dry season which occasionally spiral into full scale clan wars.
