I worked in a government agency that screens low income individuals for public assistance. I saw many Somali women with birth certificates where the father's signature was missing. The mother would state that she had the child with a boyfriend because they were not legally married. The fathers didn't want to sign the birth certificate because they would be adjudicated the parent and pay child support.
