You want the benefits of centralism while having federalism. You cant have both, you gotta choose.
I actually haven't advocated for either. They're both failures on a grand scale. Federalism only works for places like PL and SL with similar clan demographics. Centralism with equal focus on all regions might work. The previous focus on Xamar was a big qasaaro.Waryaa we were bombed and invaded by foreign troops, we lived under terrorist organisation and god knows what other horrors we lived through. All of that because xamar was the capital. Now that peace and normal life is returning to the capital and its time to enjoy the "benefits" of being capital you want to take it away. After we suffered under the "benefits" of being the capital.
In every country its normal for ppl of the capital to have senators and them electing their mayors/governors. Not runned by President who will sell Muqdisho cheap to get re-elected. You think Hawiye and reer Xamar of Muqdisho give a shit if few hundred thousand Somalis from other regions come to live with them. We are used to being a cosmopolitan city, its not about that. We just dont like how we are not represented in the upper house and we cant elect our leaders.
By the way capital city is symbolic in a federated country. There is no reason for it to represent everyone. If you are advocating for federalism based on qabiil then accept the fact that where ever you move the capital to its a tribal land.
Either way Xamar needs to get back to what it was in the past but I don't see thag happening anytime soon.
