First, Somalia needs a stable state before resources such as minerals can be extracted. In this current form, any mineral extraction would cause environment degradation, resource theft, and civil conflict. Just look at Congo and the situation of our fellow Africans in that resource-rich country. I hope we find our sanity before Somalis can extract resources.

Plus, no one of note is going to seriously invest in a country with so much turbulence and where there are questions about the rule of law and how well contracts are honored. Security and stabilization should be Somalia's number 1 priority before talk of anything else.

Rarity itself drives up value, with research, given time, finds useful utility, you're sitting with strong bargaining power as demand will increase tremendously. Whatever the bidders paid was not even a fraction, of a fraction, of its real potential worth. It's similar to how stolen archeological items are sold in the black market.

Worse. It's criminal, possibly. I doubt it was done through official measures on a stately setting, since none of the articles of the matter mentions the transactional reports.

They mentioned some miners hunting for opal in 2019 in the region the meteorite was found. This movie from the same year had a plot about opal from Ethiopia:
