If i was an ictiraafstan politician this is what i would have brought to table for any successful talks to happen!

1. that Somalia should abolish the federal system based on clans and instead establish a devolution system where SL will maintain all the northern gobols with fair and equal sharing with the other none isaaqs

2. Somalia as a new state should take a parliamentary system with proportional representation system where parties with less than 5% of the national vote will not qualify for seats. This will make it difficult for clan based parties to come into the parliament and registration of unnecessary briefcase political parties with no agenda.

3. that every devolved gobol will collect it’s own taxes and 30% will go to the national government 45% for development and 25% recurrent expenditure ( this can be adjusted and is negotiable).


but knowing that Somalis are not very smart they can’t think beyond their clan mentality and such proposals will not come to light. If ictiraafstan were serious they could overhaul the whole political system of Somalia.

Farmaajo can give Somaliland a measure of non interference in their relations with the IC, especially commercial relations. He does not have the political mandate necessary to do a grand bargin with Somaliland. If he had held these talks 2 years ago he could have discussed the issues SL want to put on the table. Now in 2020 he no longer has that political capital and is a lame duck. Farmaajo cannot give SL what it wants because it would mean the end of his reelection bid, and because any such deal would die in parliament. There is no appetite for secession in the south, even the Hawiye oppose secession for some reason.
