There is currently no war between Amhara and Tigray Admin. Even then this is not final and the house of federation will ultimately have the final say in this dispute too.

Afar region protested and election board halted voter registration. Then it looks like Afar region started to make the area chaotic in hopes to stop voter registration completely and I think that is the main reason behind Afar attacks in the area. Now it will be very difficult for the election board to do its job due to security reasons.
