That's totally a forged up paper or document as SSSDF was already a died movement that surrendered itself to the regime and 1988 was the time Afweyne and Mengistu normalized relations where SNM was forced to shit down its camps in k5 and 89 was a hard year for the Derg as soviets reduced their aid with the advancement of TPLF/EPLF in the north.
