If possible, no doubt it would prove beneficial if the whole clan structure & 4.5 was to be deposed over time. However, we cannot expect there to be a level playing field when certain disenfranchised groups (particularly minorites like the Madhibaan) were discriminated against since time immemorial.

Therefore, it is imperative to have some sort of positive discrimination in favour of said groups, at least until they are on par with the rest of Somali society.

How about base government on ideology and political parties. No one would care what qabiil a politician is from if there is a right and left and people vote on ideology and not on who's from my qabiil.
 
If Somalia ever picked their leaders on their capabilities and good vision it would not be an African country.

Sorry Somalis are too stupid for that. Barre was a "communist" but his ideology and his policies were more to the right
