Why, if you don't mind me asking?

I think Puntland crushing Al Shabaab scum and eliminating those cockroaches of the face of the earth, is music to all Somali ears and nothing would make me happier.

However, inviting American's who do not value innocent Somali lives at all, into your land in my opinion is a terrible idea. They will not discriminate between Al Shabaab and other Somali's. The casualties of their drones are 90% innocent people.
What you're thinking about has never happened in Puntland; it's a southern issue. But even in the south, I question that number. I'm well aware that the U.S. has killed many civilians in Al Shabaab territory, but I'm not convinced that they make up 90% of the total killed. I'm okay with collateral damage in the south as long as they pay blood money to the families of the victims, which they haven't been doing. But this won't be a problem in Puntland.

This base will bring us more counter terrorism funding, training, and support. The Americans can do things like help us catch the suspicious planes that quietly enter and leave Bari's mountains, help detect terrorist activity in Bosaso port, particularly related to terrorist groups based in Yemen and beyond, and help detect terrorists entering Puntland from other parts of the country.

Depending on how much training and support they provide, we might even be able to permanently secure Xarardheere district in Galnus since it's a huge security risk for Gaalkacyo.

2. You are ok with "collateral damage" as a Muslim? First of all I think it is disgusting to refer to innocent people, often women and children, being blown to smithereens as "collateral damage". That is a term the neo-con warmongers like to use to remove any humanity from the lives they are destroying. Beyond that, I don't know how, as a Muslim, you can be okay with innocent Muslims being knowingly torn to pieces. I think that is a horrible disregard for human life. In particular I find that disturbing coming from a fellow Somali. The reason I want Al Shabaab wiped of the face of planet is because they destroy innocent Somali lives, your solution is destroy more innocent Somali lives.

Let me start off by saying war is not for the faint hearted.

Al shaytaan kill atleast 1000 somalis every year.
By now they are mercenaries with a hint of terrorism.
They will not blink twice if they get the chance of repeating the last mega bomb they deployed.

Yes the drone strikes also kills innocent somalis. However if we stop shooting from the skies they will continue killing more innocent somalis.

War is not for the faint hearted kulahaa. It is Islamic Fiqh that you shall not unnecessarily kill innocent civilians if you can avoid it. Being a keyboard warrior does not a fighter make. I'm not even a Puntlander and I seem to value innocent Puntlander lives more than you.

As for a solution - Why do you think that Somaliland has essentino Al Shabaab problem? They had a significant presence in Somaliland in the early 2000's but they have essentially been eradicated there now. I'm sure they have spies and informants there, but they are not committing atrocities now.
In fact, Cadaans and other foreigners walk freely in Somaliland with no fear for their security.
Somaliland did not sacrifice any of its citizens to eradicate the Al Shabaab problem.

If you find the answer to the above question, you will find the solution to the Al Shabaab problem in Puntland.

The PL post and Dalsan articles said the base would be manned by the PSF and Africom jointly. So it sounds like what you are describing.

Is it a miliary base where they'll have a huge presence and lease the land to them or will it be a station for special operations. The first option is utterly useless and will have huge detrimental effects on us, they'll attract prostitutes from Somaliland and Ethiopia like in the pirate days. The latter option is a big plus only if we are partnering up with them.

From the articles it sounds like the second one. I agree having a large base is useless at this stage unless we have major leverage over Africom and can get good concessions.

I doubt a large military base since they have Kenya and Djibouti, the base should strictly be for special operations and supporting PSF.

First of all no civilians will perish in pl since the terrorist are in caves. Only if they travel with the terrorists they are im danger. The situation I am referring to is happening in the south.

Clearly you have no understanding of where drone strikes have been deployed before (other than South Somalia), and the impacts they've had. In Northern Pakistan, where the Taliban similarly hides in mountains and caves, the civilian casualty rates are still incredibly high, typically between 70%-90%.

Sl is different than pl in terms of how people are. Anyone that knows somalia knows this. Plus sl does not border central and southern somalia pl does.
