What you're thinking about has never happened in Puntland; it's a southern issue. But even in the south, I question that number. I'm well aware that the U.S. has killed many civilians in Al Shabaab territory, but I'm not convinced that they make up 90% of the total killed. I'm okay with collateral damage in the south as long as they pay blood money to the families of the victims, which they haven't been doing. I think Puntland crushing Al Shabaab scum and eliminating those cockroaches of the face of the earth, is music to all Somali ears and nothing would make me happier.
However, inviting American's who do not value innocent Somali lives at all, into your land in my opinion is a terrible idea. They will not discriminate between Al Shabaab and other Somali's. The casualties of their drones are 90% innocent people.
This base will bring us more counter terrorism funding, training, and support. The Americans can do things like help us catch the suspicious planes that quietly enter and leave Bari's mountains, help detect terrorist activity in Bosaso port, particularly related to terrorist groups based in Yemen and beyond, and help detect terrorists entering Puntland from other parts of the country.
Depending on how much training and support they provide, we might even be able to permanently secure Xarardheere district in Galnus since it's a huge security risk for Gaalkacyo.
