I'm not sure about the specifics of this particular set-up, but I think allowing US drone operations into any Somali territory is a horrible idea.
Drone strikes are known to have civilian casualty rates of nearly 90%. In other words, 90% of the people they kill are not the intended target of drone strike. The amount of times they hit the wrong site is also pretty high.
American's sitting in a protected site in Las Vegas have no care for Somali lives.

As much as I want the Al Shabaab vermin absolutely annihilated, I don't want it to be at the cost of more innocent Somali lives.

Most of the alshabab in puntland is in the mountains , isolated. No civilians live in the mountain next to terrorists.

I agree with you, you should get them to train local troops and get weaponry. They can even have military advisors embedded with the local troops. This can backfire and lead to grievances by the clans that inhabit these regions.

I think Puntland crushing Al Shabaab scum and eliminating those cockroaches of the face of the earth, is music to all Somali ears and nothing would make me happier.

However, inviting American's who do not value innocent Somali lives at all, into your land in my opinion is a terrible idea. They will not discriminate between Al Shabaab and other Somali's. The casualties of their drones are 90% innocent people.

Do you know anything at all about US drone operations? in Northern Pakistan, the Taliban are supposed to be hiding in caves, far away from normal civilian population. Yet 90% of the people that the American's have killed there were not the intended target.

There are numerous cases where Hospitals and other humanitarian centres, miles and miles away from the supposed intended targets, were bombed.

For a self-avowed American, you seem to have little clue about what your fellow country men have been doing.

I suggest PLers remain vigilant wherever America goes trouble follows, dont believe for one second they dont know where the Red bearded man is hiding because he is their asset and this is their solution.

Create the problem, usher a reaction, find the "solution". This is bad and could spell more bad news for Somalia. Just look at Balidogle Base run by AFRICOM they have done nothing to liberate Sh/Hoose.
